It's annoying. Especially for some software that I only use occasionally. There should be a "don't show this again" check box, it's that simple, and the programmers who can't figure that out truly are dumb as a bucket of hair. This is just a sick way of tricking users to download their browser by making it seem as if an update if available for a piece of software already installed.
